The Sega FM chip has a lot of nonlinear distortion that isn't really replicable in any VST or other hardware. I think the closest cousin is the DX11, but even then the Sega FM chip has grunge thats unique. Similar to the Twisted Electrons TherapSID its basically a Rolls Royce of chiptune synthesizer...
